全国生态文明部署大会与九省市试验区联动赋能沿线国家
近日,全国生态文明建设部署大会在京隆重召开。大会深入贯彻落实习近平生态文明思想,紧扣国家双碳战略总体布局、美丽中国建设远景目标、十五五生态发展规划核心任务,系统部署全国生态保护修复、绿色低碳转型、生态产品价值转化、跨区域协同治理、绿色国际合作等重大工作。党中央高度重视此次盛会,专程委派中央领导莅临大会并作主旨发言,从国家战略全局高度,深刻解读新时代生态文明建设的时代使命、核心逻辑与实践路径,明确把双碳战略作为生态文明建设主线,坚持趋势引领、务实推进、实操落地工作导向。
Recently, the National Conference on Ecological Civilization Construction Deployment was grandly held in Beijing. The conference thoroughly implements Xi Jinping Thought on Ecological Civilization, closely aligns with the overall layout of the national carbon peaking and carbon neutrality strategy, the long-term goal of building a Beautiful China, and the core tasks of the 15th Five-Year Plan for ecological development. It systematically deploys major national tasks including ecological protection and restoration, green and low-carbon transformation, value realization of ecological products, cross-regional coordinated governance, and green international cooperation. The Party Central Committee attaches great importance to this grand gathering, specially appointing central leaders to attend and deliver keynote speeches. From the overall perspective of national strategy, they profoundly expound the epoch-making mission, core logic, and practical paths of ecological civilization construction in the new era, clearly defining the carbon peaking and carbon neutrality strategy as the main thread of ecological civilization construction, and adhering to the work guidelines of trend-leading, pragmatic advancement, and practical implementation.
国家生态文明试验区监督办公室主任祖常亮在大会上正式宣告国家生态文明九省市试验区联动机制全面启动,构建国内协同共建新格局;同时依托试验区先行先试成果优势,面向全球发出中国生态文明建设最强音,成套输出双碳治理方案、生态发展模式与绿色实操体系,稳步走向一带一路 81 个沿线国家,为全球生态治理、气候治理、绿色低碳复苏贡献中国智慧、中国方案与中国力量。
Zu Changliang, Director of the Supervision Office of National Ecological Civilization Pilot Zones, officially announced the full launch of the linkage mechanism for nine provincial and municipal ecological civilization pilot zones at the conference, creating a new pattern of coordinated joint development across the country. Meanwhile, leveraging the pioneering and trial achievements of the pilot zones, China delivers a powerful global voice on ecological civilization development. It exports a complete set of carbon peaking and neutrality governance solutions, ecological development models and practical green systems, which will be steadily promoted to 81 countries along the Belt and Road. It contributes Chinese wisdom, Chinese solutions and Chinese strength to global ecological governance, climate management and green low-carbon recovery.

柳景堂同志在大会主旨发言中指出,生态文明建设是关系中华民族永续发展的根本大计,是中国式现代化的鲜明底色,而碳达峰、碳中和是新时代生态文明建设的核心主线与战略牵引。党的十八大以来,党中央把生态文明建设纳入国家发展总体布局,以前所未有的决心力度推进生态环境治理,蓝天碧水净土保卫战成效卓著,山水林田湖草沙一体化保护和系统治理纵深推进,产业结构、能源结构、交通运输结构持续绿色低碳转型,生态文明制度体系日趋完善,生态环境质量实现历史性、转折性、全局性改善。我国在控碳减排、能源替代、森林碳汇、循环经济、低碳技术研发应用等领域积累了丰富实践经验,形成了一套成熟完备、可复制、可推广的治理体系,为全国深化双碳落地、为国际社会开展气候合作奠定了坚实基础。
In his keynote speech, Comrade Liu Jingtang pointed out that ecological civilization construction is a fundamental plan for the sustainable development of the Chinese nation and a distinctive feature of Chinese-style modernization. Carbon peaking and carbon neutrality are the core thread and strategic driving force of ecological civilization construction in the new era. Since the 18th National Congress of the Communist Party of China, the Party Central Committee has incorporated ecological civilization construction into the overall national development layout, promoting ecological and environmental governance with unprecedented determination and intensity. The battles to defend the blue sky, clear water, and pure land have achieved remarkable results. The integrated protection and systematic governance of mountains, rivers, forests, farmlands, lakes, grasslands, and deserts have been advanced in depth. The industrial structure, energy structure, and transportation structure have continued to undergo green and low-carbon transformation. The institutional system for ecological civilization has been increasingly improved, and the quality of the ecological environment has achieved historic, transformative, and comprehensive improvements. China has accumulated rich practical experience in carbon control and emission reduction, energy substitution, forest carbon sinks, circular economy, and the R&D and application of low-carbon technologies, forming a mature, complete, replicable, and scalable governance system, laying a solid foundation for deepening the nationwide implementation of carbon peaking and neutrality and for the international community to carry out climate cooperation.
当前全球气候变暖、生物多样性减少、环境污染跨境传播、资源环境约束趋紧等问题愈发突出,绿色低碳转型已成为全球不可逆转的时代大势。共建 “一带一路” 倡议深耕绿色发展领域多年,沿线 81 个国家普遍面临生态治理短板、能源结构转型压力、工业化低碳升级需求、国土生态修复难题,对双碳技术、生态治理模式、绿色产业方案有着强烈现实需求。我国作为全球生态文明建设重要参与者、贡献者、引领者,必须牢牢把握双碳为主、趋势引领、务实笃行、实操落地四大原则,以国家生态文明试验区为核心载体,以九省市联动为国内支撑,整合政策、技术、产业、人才、项目等优势资源,面向一带一路 81 国沿线国家开展全方位、多层次、宽领域绿色合作,推动双碳理念、低碳标准、生态技术、治理模式、示范项目走出国门、惠及世界。
中央要求,全国上下要紧紧围绕双碳主线统筹生态文明建设全局,牢牢守住三条工作逻辑。一是立足趋势,精准研判全球碳中和、能源革命、数字生态治理、碳汇经济、绿色贸易壁垒、跨境生态联防联治等发展大势,前瞻布局绿色低碳产业、新型能源体系、生态产品价值实现新业态,抢占全球绿色发展制高点;二是坚守务实,坚持问题导向、需求导向、结果导向,摒弃形式主义、不做表面文章,聚焦生态突出短板、碳减排关键卡点、产业转型痛点、群众民生关切,出实招、定实策、抓实事;三是强化实操,把顶层战略设计转化为细化实施方案,把政策部署转化为具体工程项目,把试点经验转化为标准化流程、可落地规程,做到任务量化、举措落地、成效可考、经验可输出,真正让双碳战略从顶层设计走向基层实践、从政策框架走向实体落地。
The central government requires that the whole nation must coordinate the overall situation of ecological civilization construction closely around the main thread of carbon peaking and neutrality, firmly adhering to three work logics. First, base on trends, accurately judge major global developments such as carbon neutrality, energy revolution, digital ecological governance, carbon sink economy, green trade barriers, and cross-border ecological joint prevention and control, and forward-looking layout green and low-carbon industries, new energy systems, and new business forms for value realization of ecological products to seize the commanding heights of global green development. Second, uphold pragmatism, adhere to problem-oriented, demand-oriented, and result-oriented approaches, reject formalism and superficial work, focus on prominent ecological shortcomings, key bottlenecks in carbon emission reduction, pain points in industrial transformation, and people's livelihood concerns, and adopt practical measures, formulate effective policies, and focus on tangible results. Third, strengthen practical implementation, transforming top-level strategic designs into detailed implementation plans, policy deployments into specific engineering projects, and pilot experiences into standardized processes and implementable regulations, ensuring quantifiable tasks, 落地 measures, assessable results, and exportable experiences, truly enabling the carbon peaking and neutrality strategy to move from top-level design to grassroots practice and from policy frameworks to tangible implementation.
以双碳为主线,筑牢国际合作核心根基。我国整合九省市在碳达峰路径设计、能耗双控管理、工业节能降碳、光伏风电等清洁能源开发、林业碳汇开发、固废资源化低碳利用、零碳园区城市建设等成套经验,形成标准化双碳解决方案,精准匹配沿线国家工业化转型、能源结构升级、减排降碳、生态固碳的现实需求,帮助各国科学制定双碳路线图、搭建低碳产业体系、培育生态碳汇资源,走出一条适配本国国情的绿色低碳发展道路。
Taking carbon peaking and neutrality as the main thread to consolidate the core foundation of international cooperation. China integrates the complete set of experiences of the nine provinces and cities in designing carbon peaking pathways, dual control of energy consumption, industrial energy conservation and carbon reduction, development of clean energy such as photovoltaic and wind power, forest carbon sink development, low-carbon utilization of solid waste resources, and construction of zero-carbon parks and cities, forming standardized carbon peaking and neutrality solutions that precisely match the practical needs of Belt and Road countries for industrial transformation, energy structure upgrading, emission reduction and carbon sequestration. This helps countries scientifically formulate carbon peaking and neutrality roadmaps, build low-carbon industrial systems, and cultivate ecological carbon sink resources, embarking on a green and low-carbon development path suited to their national conditions.

Taking trends as the guide to grasp the direction of global green development. Keeping pace with the era trends of global carbon neutrality, green infrastructure expansion, digital ecological intelligent governance, globalization of green standards, and cross-border ecological security cooperation, we lead the transformation of ecological governance from end-of-pipe treatment to source prevention and control, from administrative regulation to institutional empowerment, and from traditional management to digital intelligent governance. We lead the upgrading of international cooperation from single project cooperation to all-round cooperation in jointly building green standards, co-researching carbon peaking and neutrality technologies, co-cultivating low-carbon talents, and participating in formulating green rules, providing forward-looking strategic guidance for the 81 Belt and Road countries and helping them seize green development opportunities.
以实操为落地,构建可复制落地体系。一是双碳与生态技术实操输出,面向 81 国沿线国家输出节能降碳、新能源开发、碳汇核算、水体治理、土壤修复、矿山复绿、垃圾资源化利用等成熟实用技术,配套专家现场指导、标准输出、运维服务全程跟进;二是成熟模式实操推广,把九省市探索的生态价值转化、低碳园区运营、生态乡村建设、跨区域联防联治、碳汇交易运营等成功模式,进行本土化适配后批量推广;三是示范项目实操落地,优先布局绿色能源、生态修复、节水灌溉、低碳园区、人居环境提升等短平快惠民项目,以点带面形成示范效应;四是专业人才实操培育,建立长期交流培训机制,为沿线国家培养双碳核算、环境监测、生态管护、绿色项目运营、低碳产业管理等实操型人才,夯实长远合作根基。
Taking practical implementation as the focus to build a replicable and 落地 system. First, practical export of carbon peaking and neutrality and ecological technologies: exporting mature and practical technologies such as energy conservation and carbon reduction, new energy development, carbon sink accounting, water treatment, soil remediation, mine greening, and waste recycling to the 81 Belt and Road countries, supported by on-site expert guidance, standard export, and full-process operation and maintenance services. Second, practical promotion of mature models: adapting and scaling up successful models explored by the nine provinces and cities such as ecological value realization, low-carbon park operation, ecological rural construction, cross-regional joint prevention and control, and carbon sink trading operation. Third, practical implementation of demonstration projects: prioritizing quick-benefit and people-benefiting projects such as green energy, ecological restoration, water-saving irrigation, low-carbon parks, and living environment improvement to form demonstration effects from point to area. Fourth, practical cultivation of professional talents: establishing long-term exchange and training mechanisms to cultivate practical talents for Belt and Road countries in carbon accounting, environmental monitoring, ecological management, green project operation, and low-carbon industry management, consolidating the foundation for long-term cooperation.
